3、投标人资格要求
投标人应具备的资格或业绩:投标人资格和业绩要求：
Qualification and Achievement requirements for the bidder.
投标人须提供以下文件
The following documents must be provided.
（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料；
All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information；
（2）投标人必须是制造商或制造商直接授权的代理商；
Bidder must be the Manufacturer itself or directly authorized Agent；
（3）如为代理商投标：
If as an Agent:
①须提供制造商对本次投标出具的唯一正式授权书（除第六台族组成VUV色谱仪外）；
The bidder should provide a letter with original sole official authorized by Manufacturer for the bid；( Except VUV Chromatographic Analyzer)
②投标人在当地依法登记注册的距开标之日须满三年，并提供营业执照等注册登记的有效证件复印件；
The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
③2021年1月至投标截至日，投标人须具有同类产品至少两个不同年份的销售业绩，并提供相应证明其销售业绩的合同或订单复印件，并由投标人代表签字或盖章；
The bidder shall have sales performance for similar products in two different years between January 1st,2021 and deadline of bid Opening date. Copies of the contract / purchase order evidencing its sales performance should be provided and signed or sealed by the Bidder;
（4）投标人须提供开户银行在开标之日前三个月内开具的资信证明原件或该原件的复印件（由投标人代表签字或盖章）。
The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；
（5）第八章中要求的其他合格的资格证书。
Other Qualification and Achievement requirements stipulated in Chapter VIII.
（6）所投产品的业绩
1）投标人所供产品的制造商在国内石油石化或煤化工行业近5年（自2019年1月至投标截止日）单次项目至少有100台及以上气相色谱仪且配备网络版工作软件的业绩1个。
2）投标人须提供凝胶色谱的制造商近三年（2021年1月至投标截止日）在中国大陆与本次所投产品同型号的业绩至少3个。
3）投标人须提供族组成VUV色谱仪的制造商近三年（2021年1月至投标截止日）在中国大陆与本次所投VUV色谱同型号的业绩至少4个。
4）投标人须提供便携色谱仪的制造商近三年（2021年1月至投标截止日）在中国大陆与本次所投便携式色谱仪同型号的业绩至少4个。
未按下面要求提供业绩表和业绩证明资料的视为无效业绩：
投标人在投标文件中须提供符合条件的相关业绩列表，并标明设备型号、用户名称、合同号、相关联系人员、联系方式、业绩年份，并提供业绩证明资料为合同关键页复印件【封皮、设备名称、型号规格、双方盖章页以及对应的技术协议】和购买发票原件的复印件或商业发票原件的复印件。是否接受联合体投标:不接受
未领购招标文件是否可以参加投标:不可以
