简要规则描述：包括但不仅限于对高行镇16条农村道路的路基、路面、桥梁、防护工程、雨水排水设施、行道树等土建工程以及道路标志标线、防冲护栏、禁入栅等附属设施的清扫保洁，经常性保养和修补其轻微损坏部分的作业等，具体要求详见磋商文件内采购需求。

Brief Specification Description: This includes but is not limited to the cleaning and upkeep of the roadbed, pavement, bridges, protective engineering, rainwater drainage facilities, roadside trees, and other civil engineering works of the 16 rural roads in Gaoxing Town, as well as the cleaning and upkeep of road signs and markings, anti-collision guardrails, no entry barriers, and other ancillary facilities. Regular maintenance and repair of their lightly damaged parts are also required. Specific requirements can be found in the procurement requirements in the negotiation document.

合同履约期限：自合同签订之日起至2025年11月1

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业等；

(c)本项目的特定资格要求：3.1本项目专门面向中小企业采购。
3.2符合《上海市政府购买服务管理办法》第七、八条规定。
3.3未被列入《信用中国网站》失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单[以查询的提交首次响应文件截止之日前3年内的信用记录为准]。

(c)Specific qualification requirements for this program: 3.1 This project is specifically designed for procurement by small and medium-sized enterprises. 3.2 Comply with the provisions of Articles 7 and 8 of the Shanghai Municipal Government Procurement Service Management Measures. 3.3 Not included in the list of dishonest persons subject to enforcement on the Credit China website (www.creditchina. gov.cn), the list of parties involved in major tax violations, and the list of records of serious illegal and dishonest behavior in government procurement on the China Government Procurement Network (www.ccgp. gov.cn) [based on credit records within the past 3 years prior to the deadline for submitting the first response document].
