受北方华锦联合石化有限公司（招标人）委托，以国际招标方式邀请潜在投标人就下列货物和有关服务提交密封投标：

Entrusted by North Huajin Refining and Petrochemical Co., Ltd. (Tenderee), China Cntc International Tendering Corporation  (Tendering Agent) invites sealed bids by international bidding method from potential bidders for the supply of the following goods and related services:

全密度聚乙烯装置减温器  1台。

Full density polyethylene device temperature per 1set.

2. （有兴趣或被邀请）的潜在投标人可从中招国际招标有限公司得到进一步的信息和查阅招标文件。

Potential bidders (who are interested in or invited) can obtain further information and access to the bidding documents from China Cntc International Tendering Corporation

3. 对投标人的资质要求

Qualification Requirements to Bidders

1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人），需提供相应证明复印件；

The bidder has a valid business license (bidder registered within territory of Peoples Republic of China)/ Incorpration Operating license document (bidder registered outside territory of Peoples Republic of China), and a copy of the corresponding certificate is required;

2)      国内制造商需提供《中华人民共和国特种设备生产许可证》（压力管道元件制造）；国外制造商须提供所投产品特种设备型式试验证书和《中华人民共和国特种设备生产许可证》（压力管道元件制造）。（投标人须提供证书的扫描件）。

The domestic manufacturer shall provide the Special Equipment Production License of the People's Republic of China (manufacturing of pressure pipe components); the bidder shall provide the scanned copy of the certificate; the foreign manufacturer shall provide the special equipment type test certificate of the product and the Special Equipment Production License of the People's Republic of China (the bidder shall provide the scanned copy of the certificate)

3）本项目不接受代理商投标；

This project does not accept agent bidding；

4）自2014年7月至投标文件递交截止前（以合同签订为准），投标产品（减温器）在中国境内具有供货业绩。须提供销售合同的扫描件（含双方盖章页、项目名称、货物名称、供货数量、签订日期页）和签字版技术协议的扫描件（应体现项目名称、装置规模、供货清单），未按上述要求提供或提供信息不全，则视为无效业绩。

From July 1, 2014 to 7 days before the deadline for submission of the tender documents (subject to the signing of the contract), the bidding products (desuperheater) has a supply record device in China. The scanned copy of the sales contract (including the stamped pages of both parties, project name, goods name, supply quantity, signing date page) and the scanned copy of the signed version of the technical agreement (which should reflect the project name, device scale, supply list) shall be provided. Failure to provide or provide incomplete information according to the above requirements shall be regarded as invalid performance.

5）投标人开户银行在开标日前三个月内，针对本次招标人开具的资信证明原件或复印件。

6）投标人为所投产品制造商，或与制造商同属同一集团（同一母公司控股）或与制造商存在控股、参股的销售公司，若投标人为上述情况的销售公司，还须出具能证明与制造商同属同一集团（同一母公司控股）或与制造商存在控股、参股的相关证明文件。

7）本项目不接受联合体投标。

This project does not accept consortium bidding。

8）未领购招标文件是否可以参加投标：不可以
