Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小微企业采购，评审时小微企业产品均不执行价格折扣优惠；（3）扶持残疾人福利性单位，并将其视同小微型企业；（4）按照《中小企业划分标准规定》（工信部联企业300号），本项目中小企业所属中小企业所属的行业为建筑业。 (b)Qualification requirements to be met to implement government procurement policies:1) Notice of the project implementation of the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises (Finance and Treasury (2020) No. 46) and Notice on Further Strengthening Government Procurement to Support Small and medium-sized Enterprises (Finance and Treasury (2022) No. 19); (2) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically for the procurement of smes, and no price discount will be implemented for the products of small and micro enterprises during the review; (3) Support welfare units for the disabled and treat them as small and micro enterprises; (4) According to the Provisions on the Standards for the Division of Small and Medium-sized Enterprises (No. 300 of the Ministry of Industry and Information Technology), the industry to which the small and medium-sized enterprises belong in this project is the (c)本项目的特定资格要求：2、未被“信用中国”、中****网（********）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；3、 须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）；4、 具有建筑工程施工总承包资质三级及其以上资质；5、 具有有效的安全生产许可证；6、 项目经理具有建筑工程二级及其以上建造师资格，并具有有效的安全生产考核证书；7、 本项目仅面向中、小、微型等各类供应商采购；8、 本项目不允许转包。 (c)Specific qualification requirements for this program:2. Not included in the list of persons subject to enforcement for trust-breaking, parties to major tax violation cases, or records of serious violations of government procurement by Credit China or ********; 3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4, with the construction of general contracting qualification level 3 and above; 5, with effective safety production license; 6, the project manager has the construction engineering grade II and above construction engineer qualification, and has an effective safety production assessment certificate; 7. This project is only for medium, small and micro suppliers; 8. Subcontracting is not allowed in this project.
