简要规则描述：凌桥公园改造工程位于上海市浦东新区高桥镇，东至规划曹家浜路，南至高桥大寨河现状岸线，西至双江路，北至长江，总用地面积40.06公顷（以实测为准）。主要建设内容为绿化种植、园路铺装、室外水电等相关配套工程。本次采购内容为该项目的代建管理服务。

Brief Specification Description:The renovation project is located in Gaoqiao Town, Pudong New Area, Shanghai, with Caojiabang Road in the east, the current coastline of Gaoqiao Dazhai River in the south, Shuangjiang Road in the west and the Yangtze River in the north, with a total land area of 40.06 hectares (subject to the actual measurement). The main construction content is greening planting, garden road paving, outdoor hydropower and other related supporting projects. The procurement content is the agent construction management service of the project.

合同履约期限：合同签订之日起至本项目合同工作内容全部结束。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：促进中小企业、监狱企业、残疾人福利性单位发展等相关政策。本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。

(c)本项目的特定资格要求：1、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；2、本项目不接受联合体形式投标。
