项目概况:招标人拟建16万吨/年丙烯酸装置（两条独立的8万吨/年丙烯酸生产线）及16万吨/年丙烯酸丁酯装置，现计划采购丙烯酸丁酯装置R-1411第一循环泵2台。投标人需根据技术需求书中相关要求提供选项合理的相关设备，并负责现场安装指导、联动调试及数字化交付，保证所供设备到达现场生产要求。
资金到位或资金来源落实情况:自筹资金，资金来源已落实。
项目已具备招标条件的说明:已具备。

3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人是响应招标、已在招标机构处领购招标文件并参加投标竞争的法人或其他组织。任何未在招标机构处领购招标文件的法人均不得参加投标。
 （2）凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区（以下简称“合格来源国/地区”）的法人均可投标。
 （3）与招标人存在利害关系可能影响招标公正性的法人不得参加投标。
 （4）接受委托参与项目前期咨询和招标文件编制的法人不得参加受托项目的投标，也不得为该项目的投标人编制投标文件或者提供咨询。
 （5）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目包投标。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
（6）只有在法律上和财务上独立、合法运作并独立于招标人和招标机构的供货人才能参加投标。
 （7）投标人应当于招标文件载明的投标截止前在机电产品招标投标电子交易平台（网址：https://www.chinabidding.com）成功注册。否则，投标人将不能进入招标程序，由此产生的后果由其自行承担。
Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8）中国境内投标人须提供营业执照副本复印件；中国境外投标人的公司须提供注册证明文件复印件。投标人为中华人民共和国以内企业的（不含港澳台地区，下同），复印件需加盖公章的；国外的（含港澳台地区，下同）只需被授权人签字。
Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（9） 投标人必须是专业的设备制造商或制造商针对本项目唯一授权的代理商;投标人为制造商，须提供“制造商资格声明”（格式见第一册第四章格式IV-9-2）；代理商须提供“制造商出具的授权函”（招标文件第一册格式 IV-9-4 “制造商出具的授权函”），上述授权书复印件须加盖投标人公章，附在“资格证明文件”里。投标人为代理商的，只能接受一个制造商的授权代理。
The Bidder shall be professional equipment manufacturer, or the manufacturer's only authorized agent for this project. If the bidder is the equipment manufacturer, “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I). “Letter of Authority from Manufacturer”shall be provided by agent(the format is as per IV-9-4 “Letter of Authority from Manufacturer”) ,The copy of the above power of attorney shall be sealed in the bid with the official signing and sealing of the bidder, attaching to the "qualification certificate". If bidder is the agent instead of manufacturer, Authorization by more than one manufacturer is not acceptable.（10）投标人提供2014年1月至今在国内丙烯酸行业中，流量在4000m3/h以上，汽蚀余量在4.5m以下的混流泵销售业绩至少一套(业绩清单格式见第六章附表1)。
The bidder must have the sales experience of at least 1 set of Mixed flow pump with flow rate above 4000m3/h and cavitation allowance below 4.5m in Acrylic acid industry from January 1, 2014 to present. (the Format of Relevant Experiences List is as per the Attachment 1 of Section Six)
有效业绩的认定条件为：The successful experience shall be identified upon:
提供加盖投标人公章的合同复印件，代理商投标需提供制造商的有效合 同复印件。合同须体现供货内容（包括工况条件和技术参数）、合同盖 章页、合同签订的等相关信息。
Copy of the contract shall be provided. Agent shall provide effective copy of manufacture’s contract. The contract must reflect the supply content (including working conditions and technical parameters), the contract seal page, the time of contract signing, and other relevant information.
（11）投标人具有良好的银行资信，企业财务状况良好，具备履约能力，无不良经营行为。投标人须提供投标人开立基本账户的银行开标前3个月内所开具银行资信证明和经会计师事务所审计的2021-2023年度财务审计报告复印件。投标人为中华人民共和国以内企业的（不含港澳台地区，下同），复印件需加盖公章的；国外的（含港澳台地区，下同）只需被授权人签字。
The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within 3 months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit Reports of 2021-2023 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（12）投标的投标代表须提供法定代表人授权书（格式见招标文件第一册第四章，格式IV-8）、法定代表人身份证明书及被授权人的身份证明（身份证）；如负责本次投标的代表为该公司的法定代表人，须提供有效的该公司法定代表人身份证明书和该法定代表人的身份证明（身份证）。
Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
