3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人应为符合《中华人民共和国招标投标法》规定的独立法人或其他组织。The bidder shall be an independent legal person or other organization that complies with the provisions of the "Tendering and Bidding Law of the People's Republic of China"
（2）投标人是专业生产本次所需设备的制造商，或由制造商指定一个代理商作为本次投标的唯一授权代理。The bidder is a manufacturer specializing in the production of the equipment required for this bid, or an agent designated by the manufacturer as the only authorized agent for this bid。
（3）投标人提供的投标机型应是原产地的全新产品。The bidding model provided by the bidder shall be a brand-new product in the place of origin。
（4）投标人须在投标截止期之前在国家商务部指定的为机电产品国际招标投标活动提供公共服务和行政监督的网上平台（以下简称招标网，网址为：http://www.chinabidding.com）或者必联网https://www.ebnew.com上完成有效注册； Bidders must submit their bids on the online platform designated by the Ministry of Commerce to provide public services and administrative supervision for international bidding activities of mechanical and electrical products (hereinafter referred to as the bidding network, website: http://www.chinabidding.com) or Complete valid registration on https://www.ebnew.com;
（6）本项目不接受任何形式的分包和转包。This project does not accept any form of subcontracting and subcontracting
（7）投标人在中华人民共和国境内外注册且具有独立的法人资格，能提供上述产品及相应服务的代理商或生产厂家； the bidder registered within the territory of the People's Republic of China or oversea and has independent legal person qualification, can provide the products and corresponding service agents or manufacturers;
（8）投标单位必须注册地在境外或可以与学校的外贸代理公司签订外贸合同的企业。Bidders must be registered overseas or enterprises that can sign foreign trade contracts with the school's foreign trade agency.
（9）投标单位具有招标文件中所需设备的供货和售后服务的能力.
