3、投标人资格要求
投标人应具备的资格或业绩:投标人资格和业绩要求：
Qualification and Achievement requirements for the bidder.
投标人须提供以下文件
The following documents must be provided.
（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料；
All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information；
（2）投标产品原产地在关境内的投标人必须是制造商（不接受代理商投标）。
Bidder must be the Manufacturer if the goods are originated from PRC
投标产品原产地在关境外的投标人必须是制造商或制造商直接授权的代理商；
Bidder must be the Manufacturer itself or directly authorized Agent if the goods are originated from outside of PRC；
（3）如为代理商投标：
If as an Agent:
须提供制造商对本次投标出具的唯一正式授权书（授权书必须由制造商直接授权，不允许二级授权。授权书上需明确制造商对物资的质量和售后服务承担主体责任）；
1)The bidder should provide a letter with original sole official authorized by Manufacturer for the bid；
2)投标人在当地依法登记注册的距开标之日须满三年，并提供营业执照等注册登记的有效证件复印件；
The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
3)开标之日前三年内，投标人须具有同类产品至少两个不同年份的销售业绩，并提供相应证明其销售业绩的合同或订单复印件，并由投标人代表签字或盖章；提供虚假业绩证明文件将导致投标被否决，并由招标人依照《中国石油天然气集团有限公司投标人失信行为管理办法（试行）》进行惩戒。
The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance should be provided and signed or sealed by the Bidder;
（4）投标人须提供开户银行在开标之日前三个月内开具的资信证明原件或该原件的复印件（由投标人代表签字或盖章）。
The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；
（5）第八章中要求的其他合格的资格证书。
Other Qualification and Achievement requirements stipulated in Chapter VIII.
（6）未被中国石油招标投标网(www.cnpcbidding.com)暂停或取消投标资格的。（根据《中国石油天然气集团有限公司投标人失信行为管理办法》的规定，失信分达到8分时，暂停投标人的投标资格半年；失信分达到9分时，暂停投标人的投标资格一年；失信分达到10分暂停投标人的投标资格两年。失信分10.5分及以上，或在暂停期间再次发生失信行为的，取消集团公司范围内的投标资格三年。期满重新获得投标人资格的，失信分不清零，有效期顺延三年。）是否接受联合体投标:不接受
