投标人应具备的资格或业绩:对投标人的资格和业绩要求：Requirements for Qualification and reference of Bidder:（1）资格要求 Requirements for Qualification of BidderA．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；如果投标人为境外注册公司，需提供有效的公司登记注册证明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B．制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；B．The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.C．内制造产品仅接受制造厂投标，国外制造产品的投标人应为所投货物的制造商或其代理商，如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。C．Domestic manufactured products only accept the tender of the manufacturer, the bidder of foreign manufactured products should be the manufacturer of the goods or its agent,if the bidder is an agent, the bidder shall obtain a legal formal authorization letter from the manufacturer of the goods to supply the goods for this tender.. D．是否接受联合体投标：否D．Joint Venture: Not AcceptedE．未领购招标文件是否可以参加投标:不可以E．Bid without the bidding documents：NOT Available（2）资质要求及证明文件Requirements of Qualification of Bidder and Certificate无No need.（3）业绩要求Requirement for Bidder's reference:至投标截止日，投标人所投产品的制造商应具有至少2个潜液泵的供货业绩合同，且均满足使用温度≤-33℃、额定流量≥120m3/h、扬程≥92m、罐内全浸没式的技术要求。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：制造商名称、货物名称、使用温度≤-33℃、额定流量≥120m3/h、扬程≥92m、罐内全浸没式的技术要求及到货验收材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现使制造商名称、货物名称、使用温度≤-33℃、额定流量≥120m3/h、扬程≥92m、罐内全浸没式的技术要求及到货验收材料的，均视为无效业绩。Performance requirements: To the bid deadline date , the manufacturer of the bid product shall have at least 2 contracts of submersible pump supply record, and all of them meet the technical requirements of Operating temperature ≤-33℃, Rated flow ≥120m3/h, Head ≥92m, and full immersion in the tank.The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: manufacturer name, goods name, Operating temperature ≤-33℃, Rated flow ≥120m3/h, Head ≥92m，full immersion in the tank and arrival acceptance materials.Failure to submit performance certification documents, or the performance certification documents provided cannot reflect the manufacturer name, goods name, Operating temperature ≤-33℃, Rated flow ≥120m3/h, Head ≥92m， full immersion in the tank and arrival of acceptance materials, shall be regarded as invalid performance.
