二、申请人的资格要求：
1.满足《中华人民共和国政府采购法》第二十二条规定；
2.落实政府采购政策需满足的资格要求：
按商务部的《机电产品国际招标投标实施办法（试行）》等相关规定
3.本项目的特定资格要求：1)如果投标人所投的货物不是投标人自己制造的，投标人应得到制造商或其国内经销商的同意其在本次投标中提供该货物的正式授权书；1)If the goods of bidders for the bidder didn't made, the bidder shall be the manufacturer or its domestic distributor agrees to its official authorization in this bid to provide the goods;2) 投标人开户银行在开标日前三个月内开具的资信证明原件或复印件。2) Bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy.3)具有招标文件中所需设备的供货和售后服务的能力；3) with the supply of equipment required in the tender documents and the ability to after-sales service;4）参加本次招标活动前3年内，投标人在经营活动中没有违法记录，无利用不正当竞争手段骗取中标，无行贿犯罪记录；4）To participate in the bidding activities before three years, the bidder does not break the record in business activities, no using to defraud the bidding by means of unfair competition, no bribery crime record;
