3、投标人资格要求
投标人应具备的资格或业绩:投标人资格和业绩要求：
Qualification and Achievement requirements for the bidder
（1）投标人必须是自主合法技术专利拥有者；投标人的过氧化物交联法超高压电缆料技术转让业绩（以有效的技术转让合同为准），业绩证明须提供合同复印件（封面和盖章页）、使用单位名称、建设规模、使用单位联系人姓名及联系电话。如买方需要核实，卖方应无条件配合。
Bidder must be legal patent owner of technology. The bidder's HV XLPE produced technology using crosslinked with peroxide must have the technology transfer performance(subject to the valid technology transfer contract), and provide the copy of the contract (cover and seal page),the name of the user, the construction scale, the name and telephone number of the contact person of the user.？ If the buyer needs verification, the seller shall cooperate unconditionally.
(2) 投标人须拥有各种（合格有效的）资质证书：如营业执照、经营许可证等（提供原件的电子版扫描件）;
Bidder should have various valid qualification certificates, such as business license and operation license, etc (provide the electronic scanned copy of the original).
(3) 投标人开户银行在开标日前三个月内开具的资信证明的原件或该原件的复印件（由投标人代表签字或盖章）。
The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).
（4）满足招标人基础设计需要的PDP文件交付不得超过开工会后16周，可分批次提供；终版PDP文件交付，不得超过开工会后24周。
The delivery time of PDP documents that meet the basic design needs of the tenderee shall not exceed 16 weeks after the commencement date and may be provided in batches;？？Final PDP documents shall not be delivered more than 24 weeks after the commencement date..
(5)信誉要求：Reputation Requirements:
5.1在最近3年内未发生重大设计质量问题。
No major design quality problems have occurred in the last 3 years.
5.2未被工商行政管理机关在全国企业信用信息公示系统（www.gsxt.gov.cn）列入严重违法失信企事业名单。
Has not been included in the list of seriously illegal and dishonest enterprises and institutions by the administration for industry and commerce in the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn).
5.3未被最高人民法院在“信用中国”网站（www.creditchina.gov.cn）列入失信被执行人名单；未被中国执行信息公开网（http://zxgk.court.gov.cn/）列入失信被执行人名单。
Not listed on the "Credit China" website by the Supreme People's Court; not listed on the China Enforcement Information Disclosure Network (http://zxgk.court.gov.cn/) Enter the list of dishonest persons subject to execution.
5.4投标人或其法定代表人、拟委任的项目负责人无行贿犯罪行为。
The bidder or its legal representative and the person in charge of the project to be appointed have no criminal act of bribery.
5.5按照《中国石油天然气集团有限公司投标人失信行为管理办法》开标当日未被中国石油招标投标网暂停或取消投标资格。
In accordance with the "Administrative Measures for Untrustworthy Behaviors of Bidders of China National Petroleum Corporation", the bid was not suspended or disqualified from the CNPC Bidding and Bidding Network on the day of bid opening
(6) 本项目不接受联合体投标
