陕西有色天宏瑞科硅材料有限责任公司为中外合资企业，在陕西省榆林市佳县榆佳工业园建立了一个电子及光伏新材料产业化项目。现对MCD单元增加处理线项目施工项目进行公开招标。招标人为陕西有色天宏瑞科硅材料有限责任公司，建设资金企业自筹，项目已具备招标条件。
Shaanxi Tianhong Ruike Silicon Materials Co. , Ltd, a sino-foreign joint venture, has set up a project to industrialise new electronic and photovoltaic materials in Jia County’s Yujia Industrial Park in Yulin, Shaanxi Province. Now the MCD unit to increase the processing line project construction projects for public bidding. The tenderer is Shaanxi Nonferrous Tianhong Ruike Silicon Material Co. , Ltd. . The construction capital enterprise raised by itself, the project has met the bidding conditions.

2.3项目概况及招标内容:10/20区MCD单元增加处理线项目（10/20-ST307金属氯化物处理单元、MCC-10/20硅烷一区变配电所、硅烷生产区域（10/20）全厂）及其他工作。土建部分：10/20区MCD框架改造及其他工作。安装部分：10/20区电气、工艺设备、管道、仪表工程及其他工作。具体详见技术标准和要求、图纸及工程量清单。
   2.3 Project overview and bidding content: 10/20 area MCD unit additional treatment line project (10/20-ST307 metal chloride treatment unit, MCC-10/20 silane one area substation, silane production area (10/20) whole plant) and other work. Civil part: 10/20 area MCD frame transformation and other work. Installation: 10/20 area electrical, process equipment, piping, instrumentation engineering and other work. 2.4计划工期：90天（计划开工日期：2023年5月1，计划竣工日期：2023年8月）。
2.4 Planned duration: 90 Days (planned commencement date: May 10,2023; planned completion date: August 7, 2023) .
2.5地点：陕西省榆林市榆佳工业园区。

3．投标人资格要求
3.  Bidder’s qualification requirements
3.1投标人须须在中华人民共和国境内依法注册的法人，具备合法有效的营业执照；
3.1Bidders must be legally registered as legal persons within the territory of the People's Republic of China and have a legal and valid business license;
3.2投标人须具有建设行政主管部门颁发的石油化工工程施工总承包三级以上（含三级）资质，具备有效的安全生产许可证；
3.2The tenderer shall have the qualification of three or more levels (including three levels) of general contract for petrochemical engineering construction issued by the administrative department in charge of construction, and have a valid safety production license;
3.3投标人拟派项目经理需具有机电工程专业国家二级及以上注册建造师证书及安全考核合格B证，在本单位注册，且未担任其他在建工程的项目负责人；
3.3The project manager to be assigned by the Tenderer Should Have the Certificate of Construction Engineer and B Certificate of Safety Assessment, and be registered with the company, and not be the project leader of other projects under construction;
3.4投标人具备有效的压力管道安装（GC1）许可证书；
3.4The bidder has a valid Pressure Pipeline Installation (GC1) license；
3.5投标人基本信息及拟派项目经理的基本信息在“陕西建设网（http://js.shaanxi.gov.cn/陕西省建筑市场监管与诚信信息发布平台”可查询；
3.5The basic information of tenderers and the proposed project manager can be found in “Shaanxi construction network (http://js.shaanxi.gov.cn  Shaanxi construction market supervision and integrity information release platform”；
3.6投标人不得在“信用中国-中国执行信息公开网”（http://zxgk.court.gov.cn/）被列为失信被执行人；
3.6Bidders shall not be listed as dishonest persons subject to enforcement on the "Credit China-China Enforcement Information Disclosure Network" (http://zxgk.court.gov.cn/);
3.7投标人在“中国裁判文书网”（https://wenshu.court.gov.cn）中查询无行贿记录;
3.7Bidders can check on the "China Judgment Documents Network" (https://wenshu.court.gov.cn) that there is no record of bribery;
3.8单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目投标；
3.8The person in charge of the unit is the same person or different units that have a holding or management relationship, and shall not participate in the bidding of this project at the same time;
3.9是否接受联合体投标：否。
