3、投标人资格要求：

3.1投标人应是中华人民共和国境内依法注册的法人或其他组织，有能力提供本次招标所需货物及服务的制造商，具备合法有效的营业执照；
3.1 The bidder shall be a legal person or other organization legally registered within the territory of the People's Republic of China, a manufacturer of providing the goods and services required for this tender, and possess a legal and valid business license;
3.2投标人不得在“信用中国-中国执行信息公开网”（http://zxgk.court.gov.cn/）被列为失信被执行人；
3.2Bidders shall not be listed as dishonest persons subject to enforcement on the "Credit China-China Enforcement Information Disclosure Network" (http://zxgk.court.gov.cn/);
3.3投标人在“中国裁判文书网”（https://wenshu.court.gov.cn）中查询无行贿记录;
3.3Bidders can check on the "China Judgment Documents Network" (https://wenshu.court.gov.cn) that there is no record of bribery；
3.4单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目投标；
